How AI and Data Science Are Shaping Rwanda’s Future

But Rwanda is also emerging as a leader in artificial intelligence (AI) and data science, harnessing these technologies to transform healthcare, education, agriculture, and governance. Far from being futuristic, AI is already driving real impact today.
Fighting Pandemics with AI
During the COVID-19 crisis, Rwanda used AI to bring order to chaos. The LAISDAR project consolidated health data from hospitals and testing centers. Using machine learning, governments monitored infections, admissions, and testing rates in real time. This system supported life-saving decisions, allowing rapid, evidence-based responses.
The project also built lasting infrastructure: harmonized electronic health records (EHRs) across 15 hospitals using the OMOP Common Data Model (CDM) and open-source OHDSI tools. Beyond COVID, this system can support maternal health, vaccination campaigns, and chronic disease monitoring. Rwanda proved that AI is not just futuristic — it is a pragmatic tool for managing urgent challenges.
AI and the Rule of Law
In April 2025, UNESCO, GIZ, and Rwanda’s Ministry of Justice held a national training on AI, Data Protection, and the Rule of Law. Over 30 legal professionals, including judges and prosecutors, explored how AI can improve justice delivery while addressing risks like bias, discrimination, and lack of transparency.
This aligns with Rwanda’s broader vision, highlighted during the Global AI Summit in Kigali (April 2025), where leaders emphasized AI’s role in Africa’s development and the need to bridge the digital divide. By equipping the justice system with knowledge and safeguards, Rwanda is building a future where AI supports fair, transparent, and efficient justice.
Rwanda’s National AI Goals
The Government of Rwanda has announced ambitious plans to develop 50 AI applications in four years across healthcare, education, agriculture, finance, and public administration. These projects are aimed at:
- Improving healthcare delivery
- Optimizing agricultural productivity
- Enhancing financial inclusion
- Streamlining public services
To support this vision, Rwanda will establish a National AI Research and Development Hub. This hub will connect government, private sector, and academia to foster collaboration, resource-sharing, and scalable AI solutions tailored to Rwanda’s needs. Training AI and data science professionals is also central to the plan, ensuring a skilled workforce to develop and maintain AI technologies.
Building Rwanda’s Data Science Workforce
Behind every AI system are people making sense of the data. That’s why the National Institute of Statistics of Rwanda (NISR), in partnership with the African Institute for Mathematical Sciences (AIMS), launched the Data Science Capacity Building Initiative (DSCBI). This six-month program trains 50 professionals in practical data analysis skills, focusing on real institutional challenges.
As Ivan Murenzi, Director General of NISR, put it: “When resources are limited, every decision must be efficient, and for that to happen, leaders must be guided by real evidence.” This initiative is building a generation of data professionals who can support evidence-based policymaking in agriculture, health, education, and beyond.
The Rwanda AI Scaling Hub
During the Global AI Summit on Africa (April 2025), the Government of Rwanda and the Gates Foundation signed an MoU to establish the Rwanda AI Scaling Hub. Backed by up to $7.5 million in funding, the hub will:
- Scale AI solutions in healthcare, agriculture, and education
- Provide ethical guidelines for transparency and fairness
- Serve as a platform for regional collaboration across Africa
Hosted by the Rwanda Centre for the Fourth Industrial Revolution (C4IR Rwanda), this hub reinforces Rwanda’s role as a continental leader in responsible AI deployment.
